Gambling Age Limits by Country and State

Minimum gambling ages in the UK, US, Ireland, Canada and Australia, why they differ by product and place, and how operators check your age.

There is no single gambling age. The minimum depends on the country, and often on the state or province, the product and even the type of venue. This guide covers the United Kingdom, the United States, Ireland, Canada and Australia, and explains why a person can be old enough for one product but not another.

It is general information, not legal advice. Age rules change, and regulators are the final authority. If you are unsure, check the regulator for the place where you are physically located when you play, because that is the rule that applies to you.

Why minimum ages exist

Gambling laws set a minimum age because young people are more exposed to gambling harm and are less able to judge the odds. Most regulators treat the age limit as one of their central protections. Operators therefore have to stop under-age customers from opening accounts, depositing or playing, and can be fined or lose their licence if they fail.

Even above the legal age, results are random and the house edge means most players lose over time, so a budget matters. See how to set a gambling budget.

Rules by country

  • United Kingdom: In Great Britain the Gambling Commission’s guidance sets a minimum age of 18 for all players on category A, B and C gaming machines, and most commercial gambling, including online betting and casino games, is 18 and over. The government raised the National Lottery minimum age from 16 to 18, with online sales to 16 and 17 year olds ending first and the full change taking effect on 1 October 2021. When that change was announced, society lotteries were still open to 16 and 17 year olds and were left for a later review. Check the current position before relying on that. Category D machines, such as low-stake arcade games, have no legal minimum age.
  • United States: Gambling is regulated state by state, so there is no national age. The most common minimum for casinos and licensed sportsbooks is 21, but some states and some tribal casinos allow 18, and lottery tickets are often 18. Rules often differ between in-person and online play, and between types of game. Tribal casino ages are set by the tribe or its agreement with the state. Always read the state regulator’s page.
  • Ireland: Under the Gambling Regulation Act 2024, a licensee covered by section 158 must not permit a child to take part in a relevant gambling activity, and the Act defines a child as a person under 18. That duty commenced on 5 February 2026 and applies to licensees under the Act, whose licensing is being rolled out by the Gambling Regulatory Authority of Ireland, betting first. Operators still moving from older licences are in a phased transition, so the whole regime is not identical for every product yet.
  • Canada: There is no national age. For casinos and betting, 19 in most provinces and 18 in Alberta, Manitoba and Quebec is the common pattern, but lottery products can differ. In Ontario, OLG sets 18 for lottery, charitable gaming and in-store sports betting, while casinos and the regulated online market overseen by the AGCO and iGaming Ontario are for adults aged 19 and over. Check the provincial lottery corporation for lottery ages.
  • Australia: The standard minimum is 18. Licensed online wagering providers must verify a customer’s identity and age before they can bet. Online casino games and online pokies are prohibited for people in Australia, so no age makes them lawful.

Why the age can change within one country

Different products carry different levels of risk, and different laws apply to them. A lottery ticket, a pub fruit machine, a casino table and a mobile betting app are each governed by their own rules. That is why a 16 year old might legally buy a society lottery ticket in some places while being barred from a sportsbook.

Venue type matters too. In the United States, the same state can have a lower age at a tribal casino than at a commercial one. Laws are also reviewed, so a figure you remember from a few years ago may no longer apply.

How online age checks work

Licensed operators must confirm your identity and age. In most countries they ask for your name, date of birth and address, then check them against databases, and they may ask for a passport or driving licence. This is the same process explained in identity (KYC) checks. Australia calls its approach pre-verification: the check should happen before an account can be used for betting.

If a check fails, the account can be closed and funds may be held while the operator investigates. Using someone else’s identity or account breaches the terms and, in many places, the law.

Common misunderstandings

  • “Age 18 in my country means 18 anywhere.” The rule that applies is usually that of the place where you are playing, not where you were born. If you are in a state or province with a higher age, that age governs.
  • “A parent’s account is fine.” Letting a child use your account or card is not allowed. Operators ban it in their terms. See parents, children and gambling.
  • “A foreign site has no age rules.” An unlicensed site may have weak or no age checks, which is one reason to stay with licensed operators. Read how to spot unlicensed gambling sites.

If you are under the legal age

Do not try to get around an age check. If you or someone you know is worried about gambling, speak to a trusted adult. In the UK you can call the National Gambling Helpline on 0808 8020 133, and in the United States the National Problem Gambling Helpline is 1-800-522-4700. If you are an adult wishing to stop, see self-exclusion explained.

The bottom line

Gambling ages are set locally, differ by product and place, and can change, so the only safe rule is to follow the regulator’s current page for the place where you are playing. In general, the UK, Ireland and Australia use 18, Canada uses 19 in most provinces for casinos and betting (with lottery ages that can differ), and the United States mostly uses 21 with exceptions. Even once you are legally old enough, set a budget, use limits and treat any gambling as paid entertainment rather than income.
