Canada Gambling Laws by Province

How federal and provincial law share control of gambling in Canada, why ages differ by province, and what the 2021 single-event betting change did.

Canada has no single national gambling market. Federal law sets the outer limits, and each province decides how gambling is run inside its borders. That is why the minimum age, the available sites and the rules for online play differ from one province to the next. This guide explains the structure for readers in Canada, and it points out how the position compares with the UK, US, Ireland and Australia.

Provincial rules change, so use this as a map and check your own province’s official regulator for the current detail.

The federal and provincial split

The Criminal Code of Canada is federal law. In broad terms, it treats gambling as an offence unless it falls inside an exception. The main exception allows provincial governments to conduct and manage lotteries and other gaming schemes. Where private companies take part in online gaming, as in Ontario, they do so inside a scheme that the province conducts and manages. A provincial business licence on its own is not a general exception to the criminal law. Charities can also run licensed gaming in some provinces. In practice, this means gambling is administered by provinces rather than by Ottawa.

Most provinces operate through a government-owned lottery or gaming corporation. Examples include OLG in Ontario, BCLC in British Columbia and Loto-Quebec in Quebec. Each corporation runs lotteries, casinos and often a provincial website. A provincial regulator, which may be a separate body or part of the same government, sets and enforces the rules.

Why ages differ

Canada has no national gambling age. Each province sets its own. The common pattern is:

  • 19: Most provinces and territories.
  • 18: Alberta, Manitoba and Quebec.

Some provinces use a lower age for certain products, such as lottery tickets, so the rule can depend on the product as well as the place. For example, an 18-year-old in Quebec meets the general age rule, while an 18-year-old in British Columbia does not. Always check the age rule for the product and province you are using. For a worldwide comparison, see gambling age limits by country.

Provincial sites and private markets

Until recently, most provinces offered online gambling only through their own government sites. Ontario changed that by opening a regulated market for private operators, run through two bodies: the AGCO as regulator and iGaming Ontario as manager. The full structure is in Ontario iGaming explained.

Alberta has followed. Its regulated private online market launched on 13 July 2026, with an age of 18. The Alberta Gaming, Liquor and Cannabis Commission (AGLC) is the market regulator, and the Alberta iGaming Corporation (AiGC) oversees the commercial side. Check AGLC for the current list of registered operators. Other provinces have their own plans and timelines.

This means the answer to “is this site legal?” depends on where you live. A site that is registered in Ontario is not necessarily permitted in another province, and a site with no Canadian registration is outside the regulated system. Why offshore-licensed gambling sites are risky explains what you lose when you use one.

Single-event sports betting

Before 2021, the Criminal Code allowed provinces to offer sports betting only through parlay-style bets on multiple events. Betting on one game alone was not permitted. Bill C-218, the Safe and Regulated Sports Betting Act, changed this. It received royal assent on 29 June 2021 and amended the Criminal Code so that a province, or a province, including through arrangements it authorises, may conduct and manage betting on a single sporting event, a fight or an athletic contest. Races other than horse races are also covered by the wording.

The law did not itself create betting sites. It removed the federal barrier and left each province to decide whether and how to offer single-event betting. Some provinces moved quickly, and others took more time.

Taxes on winnings

For most people, recreational gambling winnings are generally not taxed as income in Canada. A person who gambles as a business could be treated differently. Tax rules are specific to the situation, so ask the Canada Revenue Agency or a qualified adviser for your own case. Compare with other countries in gambling winnings tax.

Safer gambling in the provinces

Each province runs its own responsible gambling programmes and help services. Ontario’s ConnexOntario line is 1-866-531-2600. Other provinces have their own lines and tools. Self-exclusion is organised per province or per operator rather than through a national register, so check the programme for your province. A comparison of the main tools appears in responsible gambling tools by country. Setting limits yourself, and using a spend tracker, helps whichever province you are in.

Rules by country

  • Canada: Federal criminal law with provincial control. Ages are 19 in most provinces and 18 in Alberta, Manitoba and Quebec. Single-event sports betting has been permitted since the 2021 change.
  • United Kingdom: One national regulator, the UK Gambling Commission, licenses operators for Great Britain. The age is 18 for nearly all products.
  • United States: State by state, with ages mostly 21. Sports betting is legal in most states, while online casino is live in only a handful.
  • Ireland: The Gambling Regulatory Authority of Ireland is rolling out licensing under the Gambling Regulation Act 2024, betting first.
  • Australia: Online casino games, including pokies, are prohibited for people in Australia. Licensed operators can offer online sports and racing wagering only.

The bottom line

In Canada, federal law sets the frame and provinces control the detail, so your age limit, your available sites and your protections depend on where you live. Check the regulator for your province, avoid unregistered sites, and remember that games and bets are built to favour the operator over time. Set a budget before you play, and seek help early if gambling is causing worry.
